Incident: Tulpar YK42 at Norilsk on Mar 25th 2011, landed below minima

A Tulpar Air Yakovlev YAK-42, flight TUL-9797 from Abakan to Norilsk (Russia) with 44 passengers and 8 crew, approached Norilsk below required minimum weather conditions, but managed to land and roll out safely.
The Siberian Transport Prosecutor's Office reported that the RVR was below 1100 meters in snow fall, drifting snow and low level cloud. The prosecutor is investigating whether Russian regulations have been violated.

There's a NOTAM showing the R19 G\S is out of service, so I guess they were flying a 2 NDB approach. The LLZ approach is not authorised.
The minima for the 2 NDB is 1200m and MDH 920 (349). The visibility is not controlling in this case as an RVR has been provided which was 1200m or 1500m whichever METAR you pick. So on initial glance they were legal.
